Panchayat Empowerment and Accountability Incentive Scheme

ROING, Nov 23: Awareness on Panchayat Empowerment and Accountability Incentive Scheme (PEAIS) for the panchayat leader was held on Tuesday with a call from the district Zilla Chairperson Chiliko Meto for decentralization of self governance at the grass roots level.

“We have a long way to go in achieving full devolution of powers to the panchayat,” he said and encouraged the next upcoming generation of panchayat leaders to keep fighting for their legitimate right.

Although the concept of self governance had constitutional and legal recognition, it is yet to be fully implemented, particularly in the state of Arunachal Pradesh, he said. The PEAIS scheme introduced in 2005–06 by the ministry of Panchayati Raj, uses a devolution index to measure the extent to which states had transferred the 3Fs (Funds, Functions and Functionaries) to the Panchayat Raj Institutions (PRI).

The evaluation process to assess performance on devolution index is held country wide every year. During the last evaluation process (2009-10), the performance of Arunachal Pradesh ranked very poor at 22 out of 23 states/UT.

Chairing the meeting, Meto informed that performance of the panchayat is assessed by the performance assessment committee at zilla, anchal and gram level.

After the assessment, 3 best gram panchayats, 2 best anchal samitis and 1 best zilla parishad is selected from each district and awarded Rs 20 lakhs for best zilla parishad, Rs 20 lakhs each for best anchal samitis and Rs 70,000 each for best gram panchayats, he said.

In the meeting, blank format and questionnaires used in the assessment of the performance of the panchayats, were distributed to the PRI leaders to be filled up by them.

The awareness meeting was organized by the district panchayat development office and was attended by SDO W Tikhak, EAC M Pertin and all PRI leaders of Lower Dibang valley district.

ITANAGAR, Nov 23: All Arunachal Pradesh Students’ Union (AAPSU) members today called on Director of Animal Husbandry and Veterinary in his office at Nirjuli. During the interaction, AAPSU President Takam Tatung put forwarded few questions about the department.

Tatung specially raised the issue why Animal Husbandry and Veterinary has failed to live up to the expectation of people. “Arunachal is a hilly state and for the tribal people domestic animal is the most important part of life. Most of the tribal are non-vegetarian. There is vast market for poultry and piggery farming in Arunachal. However, veterinary department has not been able to tap that potential,” stated Tatung. He further added, “In the early 90s veterinary department was quite active with implementation of various   schemes for benefit of citizen. But in the last few decades this department is dying a slow death.”

Tatung also questioned “why many projects like Mithun breeding and other farms started in state failed. “Many projects of department comes but never get properly implemented. Project worth crores has gone missing and nobody knows what happened to them. AAPSU want to know why Animal Husbandry and Veterinary as a department has failed despite so much money being pumped in.”

He went on to add, “We want to urge the new Animal Husbandry and Veterinary Minister, to bring in some drastic changes and bring back the glory days of department. The department needs urgent attention so as to ensure that real people get benefit of various schemes.”

ITANAGAR, Nov 23: According to information received from Taraso Circle Youth Association (TCYA), the forest officials of Assam Forest Department, accompanied by Assam Police, CRPF carried out an eviction drive at Sango village under Taraso circle of Papum Pare early morning today.

Eight houses, including orchards were destroyed and valuable articles, domestic animals and poultry taken away by the team, the report said.

The villagers, who were sleeping in the morning, fled the area after they saw the eviction party, it said.

The association demanded the state government, SP and DC Papum Pare, local MLA to immediately deploy one Company of IRBn jawan at Taraso for safety of life and property of the people.

Meanwhile, All Papum Pare District Students’ Union (APPDSU) came down heavily on  the Assam Forest Department for carrying out the inhuman eviction drive.

It questioned as to why no concrete steps have been taken to stop such evictions. “The Department of Border Affairs by GoAP have not been able to deal with the recurring problem,” it alleged.

Union appealed to the govt. of Assam and Assam Forest Department not to dishonor the age old cordial relation among the people along the boundary areas. It said that prior intimation should be served to the Govt. of A.P and local authority concerned before such eviction drive is carried out in any part of the boundary areas of Arunachal.

Warm winters without firewood

ITANAGAR, Nov 23: With a view to decrease the pressure on forest, the Forest Department organized a demonstration of bio-mass briquette making technology at Bomdila on Nov 22. The technology was demonstrated by technicians from Green Energy Ltd, Dehradun. The programme was attended by the DFOs and staff of Bomdila, Shergaon and Tawang Forest Divisions, Head of Departments of West Kameng, local NGOs and members of the public.

The technique can be used in any combustible biomass like dried pine needles, bamboo, agricultural waste (paddy husk, maize cobs etc) and weeds.

The biomass undergoes a process of anaerobic combustion where 30-40% of the biomass is recovered as charred material. Then the charred biomass is mixed with a binder like animal-dung or clay and crushed and compacted to get a briquette. The briquettes are compact, lightweight and about a kilogram of briquette burns for almost 1 hour.

IIT Rourkee tested the calorific value of the pine needle briquettes as 5800 Kcal/kg which is comparable with the Oak, the most preferred species of firewood in West Kameng and Tawang.

Chir pine is a major species in the area. Chir pine needles fall on the ground and cover it like a blanket. Further the needles have high oil content and are easily combustible. This thick blanket smothers all ground vegetation and regeneration of new plants. So graziers set fire for clearing the ground of pine needles to get a fresh flush of grass. This controlled burning sometimes gets out of hand and grows into major forest fires causing loss to life, property and the environment. The utilization of pine needles for creating a product that can be readily consumed in the market can be a multi-pronged conservation tool. It will encourage regeneration of plants, lessen the threat of forest fires, reduce pressure on forests for firewood and generate employment for people from forest resources and encourage them to conserve the forest.

The technology was appreciated by all and public put forth a proposal to the government officials to consider giving loans to unemployed youth for the briquetting machine under various schemes. The Bomdila forest division will hold similar demonstrations over the next few months in various villages in the division.

Preserve what we have

Dear Editor,

Arunachal Pradesh has one of the most sought after things in the world.  We have rich natural resources. Where everybody else is teaching and practicing ways and methods of retaining the environment, we are blessed to be one of the very few places in the world to be living in the midst of nature. It is up to us to keep our lovely motherland the way it was given to us.

I ask all my fellow brothers and sisters to do our bit in keeping our state natural and beautiful.

Fact cannot be denied by anybody

Dear Editor,

Thanks to the Chief Engineer, Department of Hydropower, GoAP for letting us know the establishment of hydel station in Vijaynagar. Also congratulate & appreciate your commendable efforts to set up such a heavy project in such a remote area without having means of roadways. At the same time, we the people of Vijaynagar thank the Aruanchal Times in bringing the news of Vijaynagar often in recent news.

It is true that the project has been commissioned in March, 2011 but the fact cannot be denied by anybody, the Vijaynagarians are devoid of any developmental activities.

Unless and until it  completely functions and the facilities are provided to the local people, it is not worthy to take forward or pre-assume any developmental work.

A case of lost wallet and phone

Dear Editor,

Three months back I lost my wallet on the way to Senki view. I was a kind of freaked out, as it contained my ATM cards, money, documents and my govt I-card.

Looking for it, I rushed to the places that I visited only to have no glimpse of it. Later at afternoon I received a call from a man telling me that he had found my purse and that I should collect.

I was very happy and indeed I was very thankful to him as I thought if somebody found it they won’t return it but I was wrong. So I went and collected it but could not thank him in person as he was busy with some work.

If you are reading it now, I am really thankful to you.

On the other hand, I lost my mobile phone while shopping at Naharlagun.  I searched for it but in vain. Three weeks later I received a message at one of my numbers stating "this number xyz is using your mobile please contact your nearest police station if you are not aware of it".

At that moment I remembered that I had activated my mobile tracker and if someone ever put a new sim in my mobile I will be notified at one of my numbers.

So immediately I rang that number to inquire. The response was cold so I asked him to at least return the Sim and memory cards as it contained important images and contacts. The number is since switched off after I made the call.

It’s not about mobile phones; it’s about who you really are. There are lot of incidents where many of us find articles that do not belong to us. Some of us take it not thinking how important it would be to its owner, while others are kind enough to return.

Yours,

Include public administration

Dear Editor,

I would like to remind the department of Education in particular and intelligentsia of our state in general about the importance of Public Administration as a subject. Public administration is such a subject which provides a good foundation for administration of the state. The subject covers the topic like art of management, financial administration, developmental administration, morale so and so forth which are very much essential in day to day administration in any organisation. Be it private or governmental organization, the Public administration is equally relevant. The subject has been gaining such a popularity due to its relevance in administration that all the successful UPSC candidates are taught Public Administration in their first four months common foundational course at IAS training institute Mussori. Not only that there are speculation that UPSC will be introducing public administration as compulsory in UPSC syllabus. So introducing public administration as separate and independent discipline like history, economics is the need of the hour in our state.

So, considering its relevance in the present scenario, I appeal to the department concerned and intellectual community of our state to encourage introduction of Public Administration as separate subject in Colleges and University of our state and Dept. of Public Administration should be created and established in Rajiv Gandhi University.

Yours,

Kimlong Longri

Please clean the dumped garbage

Dear Editor,

I would like to bring to the notice of the higher officials manning the department concerned with the maintenance of sector roads and collection of garbage from sectors. The road leading to SP office in Ganga (G Extension) is akin to a jungle track, with huge bumps and series of potholes.

The condition of the road has been the same for the last one year and it is worth wondering whether it will get repaired or not. If so when?  Now the icing on the cake on the same road is the series of garbage dumps, which has not been collected since the last many months and now it is beginning to give sweet smell.

Unfortunately for us and for the department it is winter time so rain god does not come down to clean the garbage. It seems the department is understaffed or they might have forgotten that this place exists in Itanagar.

It is worth mentioning that this particular area has many important offices like SP's off, Directorate of Fire services, Police Officers mess etc. So it is my humble request to the department concerned to please listen to our plea and relieve us of the misery.

Yours,

Suffering citizen,

Kamba needs better facilities

Dear Editor,

This is in response to the demand made by Hiru-Hirik Students’ Union (HHSU) regarding bank with ATM facilities Kamba.

I strongly support their movement and encourage them not to stop until they get a positive response. Kamba is one of the oldest, important and highly populated towns in West Siang district.

There is a Govt College and more than 30 villages in the area and also the road towards China border passes through the main town. It is however surprising that there is no SBI bank or ATM there. The people of the area go to Aalo for their banking purposes because there is only one Rural Bank in the town.

On the other hand, Donyi-Polo Govt. College Kamki is in pathetic condition. It not only needs improvement in infrastructure but also more teaching Staff and Library Books.

So, I strongly appeal to all the student bodies of West Siang District to support the movement of HHSU for the cause of the people.

Yours,

Kiryi Potom

Don’t marginalise us

Dear Editor,

I was really thrilled to read the news ‘IAF Advanced Landing Ground at Vijoynagar re-activated’ on Nov 19 edition.

Had it not been for the state Governor and media, we would not have been reading this exciting news.

Anyone who has visited Vijoynagar knows how the people of that part are surviving with no electricity, road communication and proper medical facilities, just to name few.

I hope reactivation of the Landing Ground at Vijoynagar will bring some changes soon in this remotest part of India and the rights of the indigenous people of this land will be acknowledged and the privileges they deserve as per the laws and constitutions of the state and country given.

It’s a painful to experience negligence and marginalization.

It’s my humble plea that the government would have mercy on the marginalized people living in Vijoynagar Circle.

Yours

Record high in emission of greenhouse gases

According to a new report by United Nations World Meteorological Organisation, greenhouse gas emissions in the atmosphere have hit a record high in 2010 and the presence of greenhouse gases in the Earth’s atmosphere last year reached its highest levels since pre-industrial times.

It will linger in the atmosphere for decades, even if we stop pumping them henceforth.

The latest edition of WMO’s placed special focus on rising nitrous oxide concentrations, also notes that the rate of increase of greenhouse gases has recently accelerated.

According to the report, the 20 years to 2010 saw a 29% increase in radiative forcing, the warming effect the gases have on the Earth’s climate, from greenhouse gases, with carbon dioxide accounting for 80%of this increase.

Human activities, such as fossil fuel burning and agriculture, are major emitters of greenhouse gases, which trap radiation within the Earth’s atmosphere, causing it to warm and spur climate change.

Carbon dioxide, methane, and nitrous oxide are the three main contributors to greenhouse gasses, with carbon dioxide’s atmospheric abundance rising by 39%since the start of the industrial era in about 1750.

Further development in the alternative energy sector to stem the rapid growth of greenhouse gases would be the need of the hour.

The need of the hour is investment by funding alternative energy sources that are non-polluting.
